what would be the best way of going about this? My host is Dreamhost if that tells you anything about what I will need to set one up.

You should check with Dreamhost whether they allow daemons which are listening on some TCP port. Instructions how to set up the server are available there: http://pokerth.svn.sourceforge.net/viewvc/pokerth/trunk/pokerth/docs/server_setup_howto.txt?view=markup However, root access (at least for installing the missing packages) is very recommended.
