Negative blinds are clearly an anomaly, and should be filtered up to initial_small_blind before a game is permitted to start. About the only use for the negatives are "Let's see who catches on and who loses all their money...and for that matter, who's unlucky enough to be in the position where there's nothing they can do but lose their money."
