I will make the change and re-run the script later today. The script takes about 2 to 3 hours to run.
It is odd that I can enter both of the URL's directly in the browser and have no problem/issue connecting to the svn trunk.

The pokerth_download_libs.cmd script completed without error after I made the change you suggested.
However, I now receive the following error after the pokerth_build.cmd script finishes.

You should have a "curl" directory in the base build directory after running pokerth_download_libs.cmd. And in the subdirectory curl\lib there should be a libcurl.a file. If this is not the case, something went wrong with the pokerth_download_libs.cmd, maybe it was interrupted or something failed due to cygwin environment variables. It works fine on my system :-/
Edit: Did you start from the scratch after editing the script?

Yes I started from scratch after deleting the root dir.
Here is the contents of my c:\porkerth\curl\lib dir after everything finished.
There is no libcurl.a file.
A compressed file called curl-7.18.1.tar.bz2 was downloaded to the root c:\pokerth, however I only have WinZip and 7-Zip and cannot open it to look at the contents.

Compiling curl failed on your system, for whatever reason. There are only some .o files, and the lib is missing, so some error must have occurred. Do you run the script in a normal win32-shell (not cygwin)?
You can open the compressed tar.bz2 file with 7z, however, it does not contain the libcurl.a, because this is only the source release.
