You mean the PokerTH folder in the Program folder? I have dlls and exe files there, too. The configuration file won't be there. Instead, the configuration file should be in your profile folder.
Open a command window by running cmd.exe, change to your application data folder by running
cd /d %APPDATA%. Enter
dir pokerth and there you should see the config.xml file. Open it by entering
notepad pokerth/config.xml.
