Exactly.
To reproduce this: start a heads-up game and bet slightly less than the opponent's total cash over and over again. You'll just need some luck with the "all-in" that will eventually follow.
Additionally, I tried betting slightly less than half my cash all the time, so that when somebody raised with the same amount, I could try the "fake all-in". I was re-raised against as planned, but the raise button just stayed entirely green, forbidding me to re-raise.
I kept trying it, and found that betting slightly less than half my cash all the time caused re-raising in later betting rounds to become problematic even when I was flat-called at first. Maybe somebody else can try this, so that they can phrase this more clearly than I can
