Correct, but show me one player who has 50% 1st place and less than 10% places 2 - 4. So it's really hypothetical.

I honestly think you won't find such examples. The opposite is true, you might find players which shouldn't be in WEC with 1.6 %, 16.1 %, 26.0 %, 25.9 % for example. Personally I'd rather have 50% places 1 - 3 than 60% places 1 - 4.
