Even though residential internet are on dhcp, normally the modem will remember the last dhcp based on your mac address. So just releasing/renewing the dhcp lease is not enough to force new ip on my isp. I have to change mac address of my gateway, then i get new ip. So i wouldnt say its useless. but ...

3Deuces is back again as RatTatum . constant threats all through a game because i dared to talk while he was posting music links to the game chat. since he keeps coming back after account ban, maybe an ip ban would get his attention?
