I searched posts, read the FAQ but found no info about why I seem to be the only player who does not have five little stars under my avatar! Not a big deal really, I have always been a little different anyway ... was just wondering is all.

The 'five stars' feature is for your personal ranking of other players. LoL and you don't reward yourself with stars noone can see but you, don't you?

It makes sense that I cannot reward myself but I don't understand the rest of your explanation.
While we are at it, what does the blue dot on my avatar mean?

By default the 5 stars are "empty". Just click one of them at another player and you will see what will happen. Once you give someone some stars, it will be saved in your config.

It describes your connection quality to the server. Green is the best.
