Of course we care, but there is not much we can do as this style of play is not against Texas Hold'em rules. What we did is limitting games to 4 (or maybe 3, can't remember right now) per hour per player. This way players can't get 10th place and join the next game repeatedly.
You need to adjust your game to this kind of player. A good player should be able to do so

The question is not easy to solve, and I don't think there is a "technical" or administrative solution.
My first reaction is "don't play with them", but the fact is you can't: even if you avoid the plays they're in, you can't prevent them from entering yours...
Maybe a feature, looking like the "ignore player in chat" one, to prevent unwanted players to join in the games you set up could be a mitigation ? ( not a solution, because of the same annoying player changing account...)
Personally, I do use the "Ignore player" fort chat (which gives some funny chatboxes sometimes, as you can read reactions from an ignored player expression...)
Could be an idea to dig, even unperfect (you'd be relying on organising player's banned players list...).
I think that's what Lacrimosa wants to achieve with her "slow plays", and what's WEC actually does through invite-only plays...

Surely the "ignore button" would be the simplest solution to not even allow the "amok players" into an own game/table.

By limiting play in ranking games either by a ban list, required minimal average after 40 games or any other way, may affect number of players at the platform. We, which mostly play BBC, Monthly or WEC, still need fresh blood to keep these (protected) games alive. In turn ranking games provide us with candidates we need so much.
I was annoyed by some players in ranking games enough I almost stopped playing them. As long as BBC, Monthly or WEC do not require members to play certain number of ranking games, I'll keep away from playing ranking - anyway I currently do not have much time to waste...
Keep calm, and enjoy every minute of your life as sooner or later life turns to be too short to waste it on complaining...
